There will be complimentary Hot Chocolate and Cookies and a special visit from Santa to hand out tasty Loot Bags to the Children.
Join us as we light our Community Christmas Tree and sing Christmas Carols.

Christmas is upon us once again and this year although COVID-19 is still with us, the guidelines are a little more flexible. We are excited that we can have our Community Tree Lighting and Santa Claus Parade this year but we must follow the COVID-19 Guidelines in place for any event hosted by the Town or Committees under the Town.
The Community Tree Lighting will take place at the Parking Lot in front of the Recreation Center on December 10th, 2021 at 7:00 p.m. This year it will be an outside event adhering to COVID-19 Guidelines There will be a hot chocolate stand and a cookie stand (cookies will be bagged). There will be loot bags for the children and of course Santa will be there to hand them out.
The Santa Claus Parade will take place on December 11th, 2021 starting at the School Parking Lot. COVID-19 Guidelines must be followed by all participants. Following the Parade, Santa will be handing out Loot Bags adhering to all GOVID-19 Guidelines in place.
The Recreation Committee have several Christmas Events scheduled – their calendar is online on Carmanville Connect and under “News and Events” on the Town’s website.
The Water and Sewer Project for this year is now completed. There were 22 services installed but 14 are dry sewers until the next phase which includes a Lift Station that is required to connect the 14 dry sewers. The next phase will also include 16 new residential services plus the School and connection of the 14 dry sewers that were installed this summer. The application for the next phase has been submitted.
Council would like to thank ANW Construction for the great job they did during this phase. They were faced with numerous challenges and unfortunately they had lots of bad publicity from the public and several visits from OH&S due to phone calls from residents, but they still managed to finish on schedule.
The Town has done all it is capable of doing with the restoration of the Playground. We are currently working with the Minister of Education and are waiting on them to provide personnel to do the installation of equipment.
As you may be aware, the Rink is undergoing a transformation. The old Rink will be replaced with a Skating Rink within the next few months. The concrete flooring has been demolished and we are in the process of obtaining approval from the Department of Environment to use the concrete to build up the property where the Sewer Treatment Plant will go when we get to that stage. This will save money on the amount of Rock required to build up the property for the plant.

Public Service Announcement
Central Health advises that influenza vaccination clinics will begin on October 25, 2021.
Flu clinics are by appointment only. Appointments can be made online at the Time for the Shot website. Those unable to book online can schedule an appointment by calling the Provincial Flu Clinic Line at 1-833-951-3904 (toll-free).
Getting a flu shot is important every year, and particularly important during the COVID-19 pandemic. While the flu shot will not protect against COVID-19, it will help reduce the risk of getting the flu which, if combined with COVID-19, could result in a higher risk for severe illness. Getting vaccinated will also help reduce the spread of influenza in our communities and help reduce the impact on the health-care system.
Significant efforts have been made to ensure that public health measures are in place for the protection of those receiving their flu shots as well as health care staff. Everyone will be screened for symptoms at the entrance, be required to wear a mask and observe good infection prevention and control practices such as:

- Washing your hands often.
-
- Practicing proper cough and sneeze etiquette.
-
- Covering your mouth and nose with your arm when coughing and sneezing and immediately dispose of used tissues in the trash.

- Avoiding touching your eyes, nose, or mouth with unwashed hands.
Everyone above the age of six months should get the flu shot annually, particularly those who are at increased risk for complications from influenza, and those in close contact with these individuals.
Central Health reminds the public to arrive for their appointment no earlier than ten minutes in advance, to bring their MCP card and to wear a short-sleeved shirt. Further instructions will be provided on site.

NOTICE RE WAIT TIMES IN CONSTRUCTION ZONE
Due to the recent complaint to OH&S by a resident, they were out within the past couple of days. Prior to the complaint, the contractor would let traffic through when they were loading the trucks as soon as they could. However, OH&S told them they are to STOP THE TRAFFIC until the trucks are loaded. This means longer wait times but the contractor cannot disobey OH&S orders.
The Contractor is operating within all OH&S guidelines and we are asking people to be patient and avoid unnecessary travel through the Construction Zone for the next few days.
We ask that you have patience and respect the flags persons. Please do not harass them as they are just doing their job to keep you and the workers safe.
Please remember that you are required to observe speed zones within the construction zone and adhere to the signage. Any violations of speed limits or signage are liable for fines up to $1500.00.

The Contractor is operating within all OH&S guidelines and we are asking people to be patient and avoid unnecessary travel through the Construction Zone for the next few days – possibly up to the end of next week.
Please be advised to expect longer delays during the next few days as well because of the area they are working in. This is unavoidable and we ask that you have patience and respect the flags persons. Please do not harass them as they are just doing their job to keep you and the workers safe.

Fall Clean-up – October 18th to 22nd, 2021
We have designated October 18th to 22nd, 2021 for Fall Clean-up. Because the Transfer Station is closed on Mondays and Thursdays and regular garbage collection is on Wednesdays, it may take more than 1 week to complete the fall clean-up.
Please adhere to the following schedule and have your materials
sorted according to the schedule for pick-up:
Oct. 18 & 19 - Metals Only - (Stoves, Hot Water Tanks, Refrigerators, etc.)
Oct. 20 - Regular Garbage Collection
Oct. 21 - Bulk Garbage - (Chesterfield, Mattress, Furniture, etc.)
Oct. 22 - General Clean-up – (Hazardous Materials such as PropaneTanks, Oils, etc. should not be included)
Please call the office at 534-2814 if you are interested in cleaning up the ditches.
CLEAN UP WEEK - GARBAGE COLLECTION REGULATIONS
These regulations may be cited as the Town of Carmanville Clean-up week - Garbage Collection Regulations.
-
1. Materials placed at roadside must be sorted. For example, metals have to be separate from other waste as there is no tipping fee for metals.
-
2. Metals will always be collected during the first two days of clean-up. Metals put out after designated time for collection will not be picked up.
-
3. Waste should not be put at roadside earlier than 3 days before scheduled clean-up.

4. Leaves, grass clippings, trees/tree branches will not be collected
-
5. No construction or demolition materials will be collected.
-
6. If materials are not sorted as per the schedule, they will not be picked up.
-
7. Black bags will no longer be picked up as Central Waste has gone to a blue/clear bag policy. Tipping fees will increase to $180.00 per ton from $122.00 per ton if recycling policies are not followed.

8. Every person who fails to comply with or otherwise contravenes any of the provisions of these regulations is guilty of an offence and is liable on summary conviction to the penalty as set out in the said Act.
These regulations shall come into effect on the 28thday of September 2015.

The list of Nominated Candidates for the upcoming Municipal Election has been posted in 2 public places and mailed to all residents. Thanks and Good Luck to all the candidates who put their name forward to serve on Council.
The Election will take place on Tuesday, September 28th, 2021 in Council Chambers at the Municipal Building at 8 Noggin Cove Road between the hours of 8:00 a.m. and 8:00 p.m.
To Vote in the Municipal Election you must:
- be at least 18 years of age on or before Election Day (Sept. 28, 2021) and
- have been ordinarily resident for the 30 days immediately preceding election day in the municipality.
If you are absent from the community and unable to vote in person on Election Day, you can request a proxy application from the Returning Officer and designate someone else to vote on your behalf. The proxy application can only be given directly to the impeditive voter (yourself) or the designated proxy (whoever you choose to vote on your behalf). It must be returned to the Returning Officerbefore 4:00 p.m. on the day before the Election (September 27th, 2021). A proxy certificate would then be issued which must be brought back to the Returning Officer on Election Day by the designated proxy voter before he/she can vote on behalf of the impeditive voter.
COVID-19 guidelines are to be followed as determined at the date of the Election. The Main door will be the used to enterthe building and Chambers door will be used to exit the building. Please maintain the 6 ft. distance and wear a mask if the physical distancing cannot be maintained. Signs will be posted in the building for guidance.
Please come out and vote for the candidate(s) of your choice to establish your new Council to represent and serveyou over the next 4 years.
NOTICE
The Contractor has run into problems with the installation of the waterline and sewer line in the area they are working. To avoid severe flooding, they had to turn off the main waterline affecting all residents from the School to Noggin Cove Head including Noggin Cove Road.
They are working on repairs but do not have an estimate of how long it will be shut off.
For the next few days, interruptions with water are possible so please be prepared in case there are future shut offs. Please keep a supply of water on hand for emergency shut off’s. We will do our best to keep everyone informed as soon as possible in the event water is unexpectedly shut off.

Notice of the Lifting of this Advisory will be announced on the town website: townofcarmanville.ca and notices will be posted in local businesses.
Consumers are advised to bring water that you might ingest to a Rigorous Rolling Boil for one (1) minute.
For example, boil water used for:
- making juice from concentrate & powders
- making infant formula and cereal
- cooking
- washing fruits & vegetables
- making coffee/tea & other hot drinks

VOLUNTEERS NEEDED!
Interested in giving back to your community? Becoming a volunteer fire fighter is a great way to do just that!
Not only will you be giving back, but you will also play a vital part in protecting your community!
Being a volunteer fire fighter provides endless opportunities for training and skill development, and it’s a great way to make new friends in the town and around the province!
The Carmanville Fire Department are currently recruiting new members. The CFD is an Equal opportunity.
If you are 18 years of age and interest in becoming a volunteer firefighter. Application's can be pick up Monday to Friday at the Town Office.
The Municipal Building is open to the public but you must wear a mask while inside the building. There are masks available in the lobby if you do not have your own. Hand sanitizer is also provided for your use. All COVID-19 guidelines must be followed while inside the Municipal Buildings. Although the building is open, payments by e-transfer and phone inquiries are encouraged whenever possible. Thank you for your cooperation.
Town Operations during COVID-19
Effective June 8th, 2020 the Municipal Building will re-open to the public with the following restrictions:
- Only 1 person is allowed in the building at a time
- Hand sanitizer and masks are provided for customer use upon entering the building.

For the protection of both Town Workers and Residents, please adhere to all Public Health Orders regarding COVID-19 including the 2 meter Physical Distance Requirement.
Permits:
Permits are required for Exterior Repairs and Renovations, Construction of Sheds, Construction of Green Houses, Construction of Fences, and Construction of Houses. Please call the office for further information regarding permits.
Garbage Collection
Effective June 8th, 2020 Garbage will return to the normal schedule – prior to COVID-19 – meaning garbage will be collected throughout the community on Wednesdays only.
Tax Arrears/Water Shut Offs:
All taxes prior to 2020 should be paid in full. The deadline for 2020 Taxes is June 30th, 2020. Interest will be charged on all outstanding property tax balances after that date. Water shut-offs will be scheduled within the next month for all houses or businesses that have an outstanding balance prior to 2020 unless an agreement for monthly payments has been set up. Contact the office for further information regarding Agreements.
Bingo:
Bingo at the Rec Center will not resume until the Chief Medical Officer’s Public Health Orders allow.
Rental of the Rec. Center
The Rec. Center will not be available for Rentals until the Chief Medical Officer’s Public Health Orders allow.
Playground:
The Town is currently working on the restoration of the Playground to meet code. However, Playgrounds are to remain closed until the Chief Medical Officer’s Public Health Orders allow.
Walking Trails:
The walking trail is open to public use adhering to the 2 meter Physical Distance requirement as stated by the Public Health Orders.
Interpretation Center:
The Interpretation Center will remain closed to the Public until the Chief Medical Officer’s Public Health Orders allow.
Community Gardens:
The Community Garden boxes have all been allotted and participants are required to follow the Public Health Orders and guidelines as provided.

Effective March 25th, 2020 please note the following changes in Garbage Collection:
Wednesdays:
Garbage will be collected on Main Street and Noggin Cove Road ONLY.
Thurdays:
Garbage will be collected on Main Street South and Howell’s Avenue ONLY.
These changes are due to the restrictions regarding the health and safety of our workers. Only the full time outside worker will be performing these duties at this time.

The Town of Carmanville will continue to provide services while protecting our residents and workers to the best of our ability. In this respect, due to the ongoing concerns over the Coronavirus, all group events and activities within our public facilities are cancelled as of today. This includes Weekly Bingo, and Rentals of the Recreation Center for group events such as showers, birthday parties, etc. Fire Department meetings and training, Recreation Committee and Habitat Committee meetings are also cancelled.
Council Meetings will be held Closed to the public until further notice.

Newfoundland and Labrador Housing Corporation
The Home Energy Savings Program (HESP) is a provincial initiative designed to assist low income households ($32,500 or less) who consume 15,000+ kWh of electricity annually in making energy efficient retrofits to their homes. The program assists clients with retrofits that will make their homes more affordable and reduce greenhouse gas emissions that contribute to climate change.
General Information
- Applications will be available July 4, 2017.
- Clients who have received the Residential Energy Efficiency Program (REEP) will not be eligible for HESP.
- NLHC will provide a pre- and post-energy inspection.
- Grants of up to $5,000 will be available.
- Applicants will be selected on a “first come, first served” basis.
HESP Upgrades
Examples of some repairs that will create energy efficiency are: basement and attic insulation; and draft-proofing.

Did you know?
- Indiscriminate dumping is an ongoing problem in our community
- The cost to clean up the indiscriminate is borne by the town – your tax dollars are going towards cleaning up somebody else’s mess
- That if the person doing the indiscriminate dumping can be determined, he/she can be forced to clean up the mess and can also be fined
Following are pictures taken around our community of indiscriminate dumping. In some areas, it is very difficult, maybe impossible to clean up the debris due to the location.
      
If you know who is responsible please do the right thing and report them. Let’s take pride in our community and work together to make it a better, cleaner place to live.

The Carmanville Habitat Committee is inviting local craftspeople to supply their craft shop, located within the Interpretation Centre, with home made crafts for the upcoming 2017 tourist season.
